CTSI Seeks NACO Input on New Consumer Detriment Project in the Holiday Parks Sector

The National Association of Caravan Owners (NACO) has been invited by the Chartered Trading Standards Institute (CTSI) to provide input into a new project examining consumer detriment within the holiday parks industry.

With nearly 30 years of experience representing static caravan and lodge owners across the UK, NACO welcomes the opportunity to contribute frontline insight and case-based evidence to support CTSI’s work.

“This is a significant and positive step,” said Steve Munro of NACO. “For decades, caravan owners have raised concerns about fairness, transparency and imbalance within parts of the sector. CTSI’s decision to actively seek input demonstrates a recognition that consumer experience must inform future guidance and enforcement priorities.”

Key Issues Raised by NACO

In its submission, NACO highlighted recurring areas of consumer detriment, including:

  • Lack of clear and consistent written agreements
  • Pitch fee increases and limited challenge mechanisms
  • Sale blocking and resale restrictions
  • Failure by some retailers to accept responsibility for faulty caravans under the Consumer Rights Act 2015
  • Short-term or annually renewable licence agreements
  • Tied services and supplier restrictions

NACO has also emphasised the importance of identifying consumers at the “thinking about buying” stage, ensuring they understand their rights and obligations before making a high-value purchase.

A Call for Wider Industry Engagement

NACO believes that meaningful reform and effective guidance require input from across the sector.

The Association is encouraging:

  • Park operators
  • Trade bodies
  • Manufacturers
  • Online sales platforms
  • Professional advisers
  • And other representative groups to engage with CTSI and provide feedback based on their own experiences and insights.

“This is an opportunity for the entire industry to contribute constructively,” added Steve. “Stronger, clearer guidance benefits everyone – consumers, operators, and regulators alike.”
